This is the run-down amusement park in Shirvan, and a symbol of the neglect the province of Northern Khorasan has faced over the last two decades. When Khorasan province was divided into three provinces in 2004, Northern Khorasan, Southern Khorasan and Razavi Khorasan, citizens expected their towns to receive more substantial budgets from the central government. They also expected a development drive and greater prosperity across all three provinces, and not only for the sprawling city of Mashhad in Razavi Khorasan. However, this failed to happen, and after many years, nothing has changed. Many cities and towns have been ignored, left without services and with crumbling infrastructures, and without adequate places to spend their leisure time. Shirvan, with a population of 85,000, and the second-largest city in Northern Khorasan, is one of them.
