No more Schooling for Hijab Rule Violators in Iran

Iran’s ministries of education and science have warned that they will no longer provide educational services to students who do not abide to the Islamic Republic’s dress codes.

As classes re-opened after the Persian New Year, the Ministry of Education said on April 3 that women and girls who fail to comply with the compulsory hijab will not be allowed into schools, camps, counseling centers or any other public places of education.

The move is in line with "creating a positive and constructive discourse among students on the issue of Islamic culture and beliefs… and creating a correct and positive attitude and beautiful thinking about the culture of chastity and hijab among students," it said.

The Ministry of Science, Research and Technology also issued a statement saying that all centers of higher education under its supervision “are prohibited from providing educational, welfare, etc. services to the few students who do not comply with the rules and regulations.”

The ministry said it was the students’ duty to "maintain chastity” in the university environment.

Women in Iran must conceal their hair with a headscarf and wear loose fitting trousers under their coats while in public.

But a growing number of women have appeared in public without a head covering since the September 2022 death of a 22-year-old woman, Mahsa Amini, while in police custody triggered nationwide protests demanding more freedoms and women’s rights. Amini had been arrested for allegedly wearing a hijab improperly.

The authorities have repeatedly warned women and girls to respect the Islamic Republic’s dress codes and threatened to punish violators. Many businesses have been shut down due to the failure of owners or managers to observe hijab rules.

In response to the woman-led protest movement, the authorities have launched a brutal crackdown on dissent, killing more than 520 people, unlawfully detaining over 20,000, and handing down stiff sentences, including the death penalty, to demonstrators.
