The individual is arrested on the charge of "gathering a group of young motorcyclists to cause traffic disruptions in Gonbad-e Kavus, with the intention of promoting indecency and promiscuity."
However, the specific actions constituting "indecency" haven't been disclosed.
Regardless of the motive, legal proceedings have begun against the individual.
